The Water and Sanitation Program (WASAP-Indonesia), which includes management capacity building and sector development components, aims to support the Government of Indonesia (GoI) in addressing key gaps in sector activity to achieve its overarching goal for sector reform and investment.
The WASAP program is a seven-year program (2005-2011), supported by a Bank-administered Trust Fund, funded by a grant from the Netherlands Ministry for Development Cooperation, in an amount up to US$42 million. WASAP consists of multiple sub-programs, which is being administered under a program administration and advisory services group that includes subcomponents WASAP J-Jakarta Emergency Dredging Initiative (JEDI) and WASAP-H (Aceh and Nias, Water and Sanitation Facility). The Technical and Institutional Specialist will be responsible to the tasks assigned to the sub-programs J and H and will be administratively housed within the WASAP group and will report to the Task Team Leader.

Duties and Accountabilities of Lowongan
*Contract Objectives*
(i) To ensure the quality of the outcome of the technical assistance carried out under WASAP-J (Jakarta Emergency Dredging Activities) and sub-program H (Aceh Nias Water and Sanitation Facility).
(ii) To ensure that the objectives of the projects are met by providing technical and institutional support and expertise as and when required.
(iii) To strengthen the capacity of the Project management Unit of Jakarta Emergency Dredging Initiative to ensure the operation and maintenance of the flow control system according to standards and practices needed for a metropolitan area.
(iv) To prepare and support the implementation of projects with a comprehensive program of activities to reduce the economic and social cost of flooding.
(v) To support the goals of the Government of Indonesia to strengthen and restore the capacity of the Jakarta’s flood control system.
(vi) Provides management oversight and technical assistance to the Aceh Nias Water and sanitation facility.
(vii) Supports the local government’s process to ensure the aggregation of Banda Aceh and Aceh Besar within the local government regulations.
(viii) Engages and facilitates donor coordination for the formulation of a Water and sanitation strategy for NAD and Nias by providing strategic and operational support.
(ix) Be able to evaluate the financial impact of regulatory and policy measures for the water and sanitation sector taken by government and advise senior staff about technical, institutional and financial challenges facing water projects and suggest options for resolving them.
(x) Engage senior government officials and infrastructure utility staff in a professional and diplomatic manner in order to achieve results.
(xi) Participates in missions related to sub-components J and H.
(xii) Promote best-practices in water supply and flood management through organizing seminars, workshops, and discussion sessions.
(xiii) Works collaboratively with all TTLs and WASAP staff members in effective program coordination and networking to ensure the overall integrated goals of WASAP as outlined in the results matrix are met.
(xiv) Works independently, seeking guidance on complex projects/issues from lead specialists.

*Scope of work/list of deliverables*
The Technical and Institutional Specialist will work closely with the WASAP TTL and the Trust Fund Coordinator to ensure positive impacts of sub-program within a results oriented framework of J and H to contribute to a smooth implementation of WASAP program.

++ WASAP-J Jakarta Emergency Dredging Initiative ++
The Technical and Institutional Specialist will provide technical, management and institutional guidance and project oversight to the implementation of sub-program J to function as a successful component of the entire WASAP program. Responsibilities will include:

• Oversight and Management of Daily Operations: Ensuring sub-program J is on track with clear and set goals towards feasible implementation in respects to deadlines and Trust Fund/World Bank Policies and Procedures. Ensure Program Development is operating successfully.
• Sub-program Implementation and Development: As an important component for Jakarta, work in close collaboration with the Project Management Unit at the Ministry of Public Works and with the other partners at the DKI Jakarta counterpart office.
• Capacity Building, Institutional Support and Communication: Provide technical assistance to the Director General Water Resources for flood manage

Selection Criteria of Lowongan

a) A Masters or equivalent level degree in business, finance, management (or related) subject.
b) At least 5 years of professional experience in water and sanitation programs, project management, institutional understanding and finance, with strong emphasis in a managerial position.
c) Understand complex institutional, technical and management arrangements.
d) Proven ability to conceptualize, design and implement major projects and to produce major/complex reports or studies.
e) Demonstrates substantial and diverse experience in all facets of this related position.
f) Ability to work in teams in a matrix management and multi-cultural environments and build effective relations with clients and development partners, including strong inter-personal skills and ability to work effectively with senior government and sector officials.
g) Ability to coach/mentor junior staff.
h) Excellent communication and presentation skills in English and Bahasa Indonesia.
